What goes into a burn rate calculation?

I'm experiencing some debate over what becomes (or does not become) part of the burn rate calculation and could use some guidance from the group.
Specifically, should the options issued and those available for issuance be excluded from the TSO for purposes of calculating the burn rate? I've seen some stock admin guides apparently based on ISS guidelines that do not reference such a requirement but have received guidance to the contrary from colleagues.
